David Flores

David A. Flores is an Associate General Counsel specializing in government contract law issues as well as campus housing, facility and construction law. Prior to joining Caltech's Office of the General Counsel, Mr. Flores negotiated contracts for JPL's Magellan, NSCAT, and Topex projects. Mr. Flores was also a bid protest attorney with the Government Accounting Office.

Mr. Flores earned his undergraduate degree from the University of Southern California (USC). He received his J.D. from USC Gould School of Law where he was a co-chairman of the U.S.C. La Raza Law Students Association.
